A rule hearing will be held on Rule 9B-13 Florida Energy Code, during Florida Building Commission meeting, August 20, 2008, at the Naples Grand Resort and Club Hotel on 475 Seagate Drive in Naples, Florida.
Under the proposed changes as applied to residential construction adhering to the 2007 Florida Building Code, the performance method of compliance, "Method A: Whole Building Performance Method" is amended to require a score of 85 rather than 100. The prescriptive means of compliance for residential construction, "Method B: Prescriptive Method" is amended to require a U-Factor (Thermal Transmittance) of .65 and SHGC (Solar Heat Gain Coefficient) of .35 for windows; programmable thermostat, etc. Method C "Limited Applications Prescriptive Method" is deleted.
As applied to commercial construction, the performance method of compliance, "Method A: Whole Building Performance Method" is amended to require 85 percent energy use relative to the current Energy Code. Method B "Building Envelop Trade-off Method" is amended to require more stringent prescriptive envelope measures and to limit its applications to shell buildings. Build-out of shell buildings is required to comply with Method A. Method C "Building Prescriptive Envelope" is deleted.
