Senate Bill 148 would require that all new construction and, to the extent possible, renovated state- owned buildings, be designed and constructed to achieve energy consumption levels that are at least 10% below the levels established under the ASHRAE standard or the IECC. As of March 28, 2008, this bill was being considered in the Appropriations Committee.
Senate Bill 515 would require all new state buildings and new public school buildings be designed, constructed and certified to achieve energy consumption levels that are at least 25% below the levels established under the ASHRAE standard or the IECC, as appropriate, if such levels of energy consumption are life-cycle cost-effective for such buildings. On January 31,2008 it was referred to the Utilities committee and in February there were several hearings regarding this bill.
